Mumbai: There are 183 commercial units operating on the premises of Raghuvanshi Mills, Lower Parel, as against 41 listed on BMC records. This is the preliminary finding of an inspection being carried out over the past fortnight by BMC’s Building and Factory department in G-South ward. Partitions have been made within the original commercial structure to create additional units, taking the number to four times the actual.
Also, tax dues amount to Rs 140 crore, TOI has learnt. Civic records also show a “large” amount of pending property tax arrears, including penalty and interest, additional commissioner Dr Ashwini Joshi said.
The senior official has directed civic teams to complete their inspection and submit a report after verifying the actual status of the structures existing on ground.
An inspection of municipal records carried out over the past five months has revealed that while the original mill area is 24,357 sq mt, and the permitted built-up area is 26,486 sq mt, the actual built-up area stands at 40,337 sq m — this is almost 16,000 sq mt in excess of the actual permitted built-up area.
A review of legal matters pertaining to Raghvanshi Mills pointed to pending court cases for nearly eight years, a BMC official said. It was then decided to look into the records of the entire mill premises and conduct an inspection.
Assistant commissioner of G-south ward, Mrudula Ande, stated the inspection is being conducted in coordination with the assessment and legal departments. She said that effort to recovery pending taxes is underway, and action is being taken against pending legal issues and violation of notices.
Following a major fire at Kamala Mills Compound in Dec 2017, in which 14 people died, an internal probe committee had been set up in 2018 to examine legalities at the Raghuvanshi Mills premises. In the wake of excess built-up area on the mill premises, notices were served following the inspection, and some of these matters also went to court, according to BMC officials.
