Mumbai: Overall fatalities and road crashes in 2024 at 30 black spots in Mumbai reduced by more than 40% in a year, data with traffic police shows. While road crashes dipped from 292 to 173, fatalities decreased from 53 to 29.
At Sion-Panvel highway and Ghatkopar-Mankhurd Link Road’s (GMLR) intersection, a notorious black spot, the transformation was striking—crashes and deaths dropped to one from 16 and seven, respectively, demonstrating safety measures’ efficacy.
This trend extended to other locations, including Sion Circle junction, Priyadarshini junction in Chunabhatti, and the intersection of Jogeshwari-Vikhroli Link Road with Eastern Express Highway (see graphic).
A black spot is a 500m stretch on national/state highways or urban roads that has seen five serious road crashes (with injuries or fatalities) or cumulatively at least 10 deaths three years in a row.
“We initiated a data-driven approach, generating a heat map of fatal crashes at these black spots,” said joint commissioner (traffic) Anil Kumbhare. “Our dedicated crash analysis teams conducted on-site visits, meticulously reviewing FIRs and panchnamas. We also collaborated with experts to determine the most effective, tailored solutions for each location.”
The intersection of Sion-Panvel highway and GMLR had recorded the most deaths (15) between 2021 and 2023. To address this, a traffic signal was installed. “We monitored these locations in real time through surveillance cameras and stepped up enforcement. New patrolling areas were identified and police presence was increased,” said DCP (traffic-east) Pradeep Chavan.
Speed calming measures, such as installation of rumblers, were implemented at Kacharpatti near LBS Road, where drivers of heavy vehicles often fail to notice kids playing on streets. Cat’s eyes were installed near Godrej and Boyce, Vikhroli, another black spot. Illumination was improved at certain locations.
At Sion Circle, traffic signal timings were adjusted to provide pedestrians with ample time to safely cross the intersection. “We also extended road dividers to prevent sudden U-turns,” said senior inspector Valmik Patil of Matunga traffic division. On Western Express Highway, near Pathanwadi bus stop at Malad, parking and halting were strictly prohibited.
Trials for innovative design interventions, under Bloomberg Philanthropies Initiative for Global Road Safety, are underway at three black spots in the western suburbs. These include tightening turning radii to reduce speeding, providing dedicated zebra crossings and refuge areas, and implementing comprehensive markings and signage in Goregaon, Jogeshwari and Andheri.
